Earlier this week, two individuals purchased two used vehicles in Georgia using over $3,000 worth of Hollywood prop money.

In April, counterfeit cash was use in a series of fraudulent transactions in Waterloo, Iowa. A similar situation occurred in Tennessee, Texas, and Alabama.

RJ Rappaport is the founder and CEO of RJR Props and Set Dressing Services in Atlanta, recognized as one of the leading producers of highly realistic prop money.

Rappaport’s counterfeit currency is use in major films such as “The Wolf of Wall Street” and “Let’s Be Cops,” and has  features in numerous music videos by artists including Kendrick Lamar and 50 Cent.

“There is a significant issue at present,” Rappaport states. “There are individuals creating prop money that is excessively realistic, and it is being utilized in criminal activities from coast to coast.”

Indeed, last week, a couple in Atlanta purchased $1,000 worth of goods from a Wal-Mart. Not all offenders acquire their prop money from film sets; many procure it online from platforms such as Amazon and eBay.

Within the prop industry, there exists a delicate and often ambiguous boundary between producing legal fake currency and outright counterfeiting.

The Secret Service, rather surprisingly, is the agency responsible for enforcing U.S. counterfeit regulations, yet it does not provide clear guidelines for movie money.

Prop companies that overstep the agency’s indistinct boundary may receive an unwelcome visit from federal authorities.

Just consult Gregg Bilson Jr., the president and CEO of Independent Studio Services (ISS), which is among the largest prop houses in Hollywood. In the year 2000, ISS received a substantial order from the producers of “Rush Hour 2” — a staggering $1 billion in counterfeit $100 bills.

“Fourteen pallet loads of $100 bills,” Bilson recalls. “The cost of the paper alone to produce the billion dollars — and this was 16 years ago — amounted to $77,000. This figure did not encompass the printing, labor, or any other expenses.”

The producers of “Rush Hour 2” enlisted a Secret Service agent to approve the film’s pivotal stunt — the explosion of the billion dollars in cash, which would then cascade down onto the bustling Las Vegas Strip.

Midway through the production, the agent alerted the producers that the money printed by ISS was alarmingly similar to real currency. However, the producers disregarded the agent’s warning and failed to inform Bilson.

“During the filming of the scene, extras seized handfuls of the cash as keepsakes,” Bilson states. “Subsequently, those bills began appearing in various locations. That was when the proverbial s&%t hit the fan.”

Bilson was issued a cease-and-desist order by the Secret Service, necessitating the surrender or destruction of all remaining copies of the prop currency.

The federal authorities ultimately retrieved 19 counterfeit bills that had been accepted at cash registers in Las Vegas and Los Angeles, along with over $180 million that had been hoarded as mementos.

This incident marked the final occasion that ISS produced prop money. Presently, Bilson advocates for productions to utilize real currency instead, which is entirely legal.

“There exists an urban legend suggesting that photographing real money is forbidding,” Bilson explains. “The first recommendation from the Secret Service is to use real money.

Aside from the risk of having hundreds of thousands or potentially millions of dollars exposed, there is no valid reason to avoid using real currency.

ISS currently offers stacks of blank bills — some of which are even aged on the streets — that can be combined with a single genuine bill to create the illusion of millions.

However, for music videos requiring close-ups of rappers handling stacks of hundreds, blank bills simply won’t suffice. This is where RJ Rappaport and his prop house in Atlanta come into play.

Rappaport provides two primary types of prop cash that are favor by productions: a two-side version with motive for background use that is “100 percent impossible to mistake for real money,” and a one-sides version build for close-ups that closely resembles real currency, until it is flipped over to reveal its blank side.

“The Secret Service maintains statistics on the counterfeit bills that is use in criminal activities. Our money has never, ever, ever  involve in a crime,” Rappaport states. “You  have to be blind.

I admire Ray Charles, but even he would recognize that our money is fake, and not only was Ray Charles blind, but he has also passed away.”

Rappaport personally designs the counterfeit bills, dedicating up to a year to refine his original illustrations — not reproductions, he emphasizes — to satisfy his clients’ requirements while adhering to legal standards. This process is not always straightforward.

“There is no acceptance letter issues by the FBI, Secret Service, or law enforcement. It doesn’t function that way,” Rappaport explains. “They do not provide a definitive ‘Yup, that’s fine.’ However, they may indicate, ‘

We won’t pursue you. That’s acceptable.’ That is the closest thing to a handshake and a nod that you will receive. Frequently, though, you may not even receive that. Securing a meeting with the Secret Service is nearly impossible.”

While the Secret Service does not release formal guidelines for prop money, it does offer a useful chart for recognizing counterfeit currency.

Therefore, a word of caution to the distracted 16-year-old cashier texting her boyfriend at the register: That next $100 bill could very well be a remnant from a Lil Wayne music video.
